Rust needs at least 5GB on Haptic, which is where the plans start. Every Rust plan also runs with 5GB of extra headroom on top of what you pay for. More players, more mods, or a bigger world call for more memory, and you can change it from the dashboard at any time.
Haptic runs Rust servers in NA West (Hillsboro, OR), NA East (Vint Hill, VA · Beauharnois, QC) and EU West (Limburg, DE). DDoS protection is on in every region. Pick the region closest to your group when you order; you can move to another region later from the dashboard.
Haptic does not cap player slots. The practical limit is memory: more players and a bigger world want more memory.
