Your world and Pals are safe, and an Always On server really is staying online. Palworld itself winds down base work the longer the server runs: right after a restart everything works, after about a day only built workstations keep going, and after about two days most base work stops until someone logs back in. Base Pals keep eating from the Feed Box whenever the server is running, even with Offline Hunger off. The fix is a routine: set Auto Restart to Every 24 hours (daily), restart when you sit down to play, visit each base once after a restart, and keep the Feed Box stocked.
Offline production is not simply on or off. It decays with the time since the last restart. Verified on live servers:
Right after a restart (once someone has visited the bases): everything works while the server sits empty, including natural ore nodes.
After about a day: built workstations (lumbering sites, stone pits, ranches, incubators) still progress, but natural ore, coal, sulfur, and quartz nodes produce little or nothing.
After about two days: most production stops everywhere, while the world clock and food spoilage keep ticking. Pals can come back starved or depressed even though the Feed Box had food.
The same thing happens on self-hosted dedicated servers and on other hosts. Nothing about your world or Pals is being lost.
After any restart, manual or automatic, base work stays paused until a player logs in and visits each base. Palworld only wakes a base when someone gets near it, so an overnight restart with nobody online buys you nothing on its own. Always On keeps the server running; it does not make Palworld simulate bases nobody is near.
Set Auto Restart to daily. In your server's settings, set Auto Restart to Every 24 hours (daily) so uptime never reaches the two-day stall. It never kicks anyone: at the scheduled time it waits until the server has been empty for 15 minutes, and anyone joining in that window cancels it until the next try.
Restart at the start of your play session. Press Restart on your server card when you sit down to play. That beats an overnight restart, because someone is about to log in and wake the bases.
Visit each base once. Log in and swing by every base so Palworld wakes it up, then play and log out as normal.
Box base Pals before a long break. Especially on hardcore, boxed Pals do not starve or pick up depression while you are away. You trade offline work for healthier Pals.
Keep the Feed Box stocked. See the next section.

Offline Hunger is a checkbox on the Overview card's Details tab. It is Palworld's built-in penalty for players who stay offline, and the game does not document exactly what it changes. What it does not do is pause your base: while the server is running, base Pals keep eating from the Feed Box whether anyone is online or not.

To keep them fed overnight, pick one:
Fill the Feed Box with plenty of food before everyone logs off.
Lower Pal Hunger on the same Details tab. 1.0 is normal; lower values mean Pals need feeding less often. Set it back to 1.0 to undo.
Power the server down once everyone has left. Nothing eats while the world is not running.
Changes to these settings apply on the next restart.
Offline Hunger: it does not stop base Pals eating or make them work in an unloaded base. If toggling it seemed to help, the restart that applied it is usually why.
Pal Hunger: lowering it softens starvation, not output.
Sleep After Logout: leaves your character in the world. Risky on hardcore, and not a dependable fix.
More memory, or switching between Wake & Play and Always On: does not change this Palworld behavior.
Auto Restart on its own: a restart with no follow-up visit leaves every base paused.
Mods: community chunk-loader mods exist, but they are third-party and experimental, not something Haptic ships or supports.
