Project ZomboidGuideTwo dashboard toggles: Allow Minimap (the small live map window) and Allow World Map (the full map screen). Flip them any way you like; no map progress or world data is ever lost by toggling, and exploration players already earned is remembered. They apply on the next restart after you save.
Allow Minimap controls the small mini-map window players can keep open while moving around. It is the more "gamey" of the two.
Allow World Map controls the big map screen, which fills in as each player explores.
The game's standard apocalypse experience ships with the minimap off and the world map on, so if your server has no minimap, that is the game being faithful to its default, not something broken.
Open your server's settings and find Allow Minimap and Allow World Map.
Toggle each one the way your group wants. Hardcore servers turn both off; relaxed servers turn both on.
Save, then restart the server.
By default the game requires a light source to read maps at night: a flashlight, a lit room, a campfire. That is a game rule, not a broken server. It can be turned off through the Sandbox Overrides box at the bottom of your settings with this line:

Reinstalling the game or the mods. If Allow World Map or Allow Minimap is off on the server, no client-side change brings them back.
Toggling the setting without restarting. Settings apply on restart, but only after you hit Save.
