Every Conan Exiles server on Haptic runs both maps at once: the Exiled Lands and the Isle of Siptah share one world, and players cross between them in-game. There is no map setting to switch and nothing to enable. The one catch is on the player side: anyone who wants to visit Siptah must own the Isle of Siptah DLC on their own account. Without it they can still join your server and play the Exiled Lands.
Conan Exiles Enhanced (the May 2025 update, which is the version Haptic runs) merged the two maps into a single world. Under the old game you picked one map per server; now the Isle of Siptah is a region inside the same world as the Exiled Lands.
Haptic turns both regions on for every Conan server, so the dashboard has no map dropdown: not on the Basic or Details tab of the Overview card. If you are coming from a host that had a "Map" setting, that is why you cannot find one here. You are not missing a step. (Editing the Regions line in Engine.ini does nothing either; the server writes both regions back every time it starts.)
Travel happens in-game through an NPC called the Adherent of the Outer Dark. Talk to one and you get the option to cross to the other map. Funcom places Adherents in both regions; in the Exiled Lands they are commonly found at Sepermeru's Waterside (next to the tavern), below the rock formation at Narrowneck Span, and west of the Shattered Bridge.
It is the same character on both maps, with one set of progression. There is no separate Siptah character, and no server restart or admin action is involved in the trip.
Your server already contains everything Siptah needs; there is nothing to buy or install on the server side. But the Isle of Siptah is paid DLC, and Conan Exiles checks it per player, on each player's own account.
A player with the DLC can use the Adherent and cross over.
A player without the DLC can still join your server, build, and play the whole Exiled Lands. The Adherent will not take them to Siptah.
That is a Conan Exiles rule, not something we control or can override from the dashboard. The only fix is for that player to buy the Isle of Siptah DLC on their own account; restarting or reinstalling the server will not help. You, as the server owner, only need the DLC if you personally want to visit Siptah.
Both maps live in a single world database (game_0.db), so everything that touches "the world" touches both maps together:
Backups contain both maps, and restoring a backup restores both.
Downloading a backup gives you one file with both maps inside (Download your world).
Reset World in the Backups card (with the server powered down) wipes both maps and starts fresh. There is no way to reset only Siptah or only the Exiled Lands. Haptic saves a backup tagged Reset world right before it wipes anything, so you can restore if you change your mind.
Upload World brings both maps in from the uploaded file.

If you upload a world from the pre-Enhanced game (a Game.db file), the server upgrades it on first start, and your world, buildings, and characters travel in the database file. Bases built on the Isle of Siptah in the old game do not survive. Funcom moved the island when it merged the maps, so old Siptah coordinates no longer line up; that is a Funcom limitation, not something the upload can work around.
